It should be "as loyal as" and not just "as loyal".

The s in some should be capitalized and the comma after than should be after loyal instead. So it would read " Some cat lovers contend that cats are just as loyal, if not more loyal, than dogs."

Ideally it should read:

Some cat lovers contend that cats are just as loyal, if not more loyal, as dogs.

You should be able to take out what is between the commas and have it read like a normal complete sentence. In this case... "Some cat lovers contend that cats are just as loyal as dogs."

You do not start with a capital letter and you have a comma in the wrong place. It should read:-

Some cat lovers contend that cats are just as loyal, if not more loyal, than dogs.

The sentence can be meaningful like this.
some cat lovers contend that cats are just as loyal as dogs.
if not more loyal than does not seem to fit in.
When as comes in a sentence the comparison shud be as loyal as .

The comma after than its wrong, I think it needs to be removed.

But if I were to write it I'd write "Some cat lovers contend that cats are just as loyal as dogs, if not more."
