Fort Sumter, built after the war of 1812, named after General Thomas Sumter, located in Charleston, South Carolina, is famous for it's being considered to have fired the first shots of America's Civil War at the battle of Fort Sumter in 1860.
Ironically, not one soldier was killed during this battle, (although one died later when firing a cannon saluting the forts surrender)
And,in fact, all the Union soldiers at that battle later received the Gilmore Medal.
Now, if your question is meant to refer to the people that lived surrounding the fort, later to be known as the "Battery" that sat nonchalantly on their porches, patio's and balcony's saluting the hostiles with their drinks in hand, that, also in fact, is supposed to be true.
For a link try punching in Battle of Fort Sumter on the search bar of your home page or check Wikipedia Fort Sumter.
Hope some of this helped.

The Battle of Fort Sumter was the first battle of the American Civil War. When the firing ceased in the Battle of Fort Sumter, 145 years ago, not a man on either side had been killed. But it began the bloodiest phase of American History.
