regardless it's still a scar. That's all a bellybutton is, is a scar from where the umbillical cord was attached. There should be no problem with piercing it.

You can always get it done. that doesn't mean that it will heal though.
See a professional piercer and ask their opinion. They will actually be able to see said navel and determine whether or not it should be pierced.

rule of thumb: as long as you can pinch the skin, you can pierce it. hope all goes well!
