Read a book. It will take a while but eventually its hard to keep your eyes open and you can then usually fall asleep quickly. Try not to take sleeping pills as they make you tired and you will feel tired in the morning. Or try drinking warm milk before you sleep. A shower always helps to refresh yourself before sleep. Wine in moderation may help, like if you're flying a Japanese airline, try drinking sake. Clear your mind of all thoughts...

It is effective for me, perhaps you should try.
When is sleeping time whether you can fall asleep or not, just lay in your sleeping position with light off. Think about anything that you wish to think about (past, present or future), never open your eyes. In that case you will fall asleep without yourself knowing. OK. Good nite and sweet dreams!

Try to mediating. Let your mind go blank, and if you hear a little voice in the back of your head that's what keeping you awake. Don't ignore it try to bring it out.
Also try listening to some smooth music before you go to sleep.
If that doesn't work try finding a security item of yours when you were little and cuddle next to that.
Also, eating a large healthy meal will generaly make you sleepy. Just wait about a hour and then go to sleep.
If that doesn't work try counting sheep.
Good luck.

the people saying vodka and sleeping pills
this is bad... it could become a habbit and then you would really be screwed. The problem of not sleeping would turn into BIG problems...
try doing something during the day that gets you really tied...
that works for me most the time...

Lie in bed and take long deep breaths to relax you as you think happy thoughts. If that doesn't work, read a book. if that doesn't work, listen to relaxation music. If that doesn't work, drink some Valerian Root tea. it's found in natural food stores. If that doesn't work, call me. I'll talk to you and bore you to sleep, as I've done so many times before.
Sleep sweet. DON'T TAKE SLEEPING PILLS.

Hands on your belly while thinking of your breathing as a balloon
that is inflating and deflating. Feel your body relax in your toes first then feel it real slowly creeping up your body, all while focusing on nothing but that balloon, by the time it gets to your head, you should be there....good night.

Try to find out the reason for your sleeplessness... is it because of bad lifestyle (eg odd eating habits, drugs, overwork, stress, no exercise etc, unhealthy thoughts etc). A solution can be found out once you know the reason....
