Neither - for success would not be to fail - and failure would not be to have succeeded - so the person who would have given such a line would have failed miserably at telling you how unsuccessful you were

i'd probably celebrate. in the first place, to succeed to fail is really wanting to fail so since you succeeded, you got what you wanted
to fail to succeed is much different. you didn't get what you want so i guess you get hurt a little and recharge and do it again.
