Yes this is serious. Call a rape hot-line, they can connect you with places to go to get help with this for your family. Talk with a professional with experience in incest issues before you bring too much to your mother. It would be appropriate to suggest counseling but be careful if you think you might not be safe.
I imagine that this is very distressing to you. You deserve to get some help for yourself to deal with this.
I am surprised that people don't believe you. You could be telling the truth or not but the fact that this does happen remains.

If you are old enough maybe you should consider leaving home. Tell your dad - incest is very very wrong and since it's illegal you should tell the police. Especially if he's 16, then it's not only incest but rape as well.
