Hope you are aware formatting the C Drive will erase your OS and you have to re-istall the OS again. Put the OS CD (XP/2000) and boot from CD. The installation will start (though you dont need to install, just start the installation steps). Then it will show up all your Partitions and in what format they are (Like C: NTFS). Just select the C Drive and continue. Then it will ask for whether to format. Select format. You can kill the installation after formating the Drive, before next step (Copying of file) by turning off. Or you can continue to install the OS if you want
@HappyWyatt - > Dont advise to Format in FAT32 unless you are using old OSs like 95, 98 or Me. Windows no longer uses FAT, but uses NTFS only. You will never get features of NTFS like security, compression and support of big drives in FAT.

I reformatted using the restore on a ntfs style file system.Specify delete partitions and reformat during setup and that should do it.( put the windows set up disk in before you turn on the computer)You will loose everthing on your hard drive. The only other way i know is to format C: from DOS but windows doesn't like to do it with windows running.

First you need to know what king of the operating system you want to install.
Normally NTSF is for Windows NT or Windows XP.
here I advice you to use a bootable windows CD (perhaps you can use Windows2000 or WindowsXP CD) to format your harddisk.
When you boot-up, you can choose to format your harddisk in NTFS format or FATS32 format.
I think you should format you harddisk to FAT32 format to make it easy to "communicate" with other drive.

load system bios by hitting delete at the initial boot screen and make the cdrom drive to be the primary boot drive
when you restart your comp make sure you have the windows cdrom in the drive and the setup wizard will allow you to select the file system you want to format the drive in, good luck.

boot up with your windows cd, when you get to the installation option delete the partition where windows is stored... usually C: but this will also wipe your system CLEAN! No files are saved or programs.
