******************************...

Rather's "unsubstantiated story of Bush's military service" (says USA Today) got him canned. Yet, all the poor man did was repeat a story the Brits put on BBC Television a year earlier -- that Poppy Bush put in the fix to get his son out of 'Nam and into the Texas Air Guard, spending his war years guarding Houston from Viet Cong attack.

But Dan never reported this: the documentation from inside the US Department of Justice detailing the fix. Why not? Because it opened up a far more serious charge: that those who kept Little George out of war's way ended up very well rewarded. The BBC, the world's biggest network, ran that full story -- from the evidence of the fix to the evidence of the lucrative pay-backs -- and the BBC never retracted a comma of it. Nor, by the way, has the White House denied our accusations despite our repeated offers to respond.

George's slithering out of combat turned into big pay-days for those in on the fix and its cover-up: Harriett Miers (remember her?), Karen Hughes and Texas lobbyists.

This strongly liberal Los Angeles district was host to one of the most interesting and competitive Democratic primaries in 2000. LA Council Member Jackie Goldberg, an openly lesbian and liberal activist, defeated gay Latinos Cesar Portillo and Antonio De La Rosa. In this fight for the left, Goldberg was able to obtain an overwhelming 60/30/8 victory. This was more astounding given that it was in a district that had been drawn by the 90's court redistricting to elect a Latino.

The 2001 redraw maintained the liberal bent of this district by eliminating Eagle Rock and replacing it with the eastern portion of Hollywood. The district continues to have a high Latino population, but this subgroup has a much lower propensity to vote. The total number of voters in the district approaches 130,000, however only 35,000 could be considered likely to participate in the Democratic primary. This district will likely be won by whichever candidate can put together 12,000 votes.

The current field includes three main contenders - Christina Chavez, the grand-daughter of Cesar Chavez and the political director for the United Farm Workers; Kevin De Leon, an organizer for the California Teachers Association who has a relationship with Assembly Speaker Fabian Nunez that goes back to grade school; and Elena Popp, a lawyer and housing activist who is also Latina and a open lesbian. Popp has the endorsement of the sitting Assemblymember, Jackie Goldberg.

Two other Latino candidates have also thrown their hats in the ring, however, they are not likely to be much more than spoilers: Christopher Arellano, a gay Latino activist and Gabriel Buelna, a Latino director of a non-profit mission in Boyle Heights.

For purposes of understanding the political geography, the district can be broken into two segments. The first is the heavily Latino population within the low voting propensity areas of East LA, portions of Echo Park and Atwater. The second is the strongly liberal, heavily gay and high-propensity population within Hollywood and Mt. Washington.

De Leon, Chavez and the other two lesser-known candidates will be fighting for the heart of the heavily-Latino segment, while Goldberg has already made clear her interest in promoting Popp primarily within the predominantly liberal/gay segment.

De Leon has the strong backing of the Assembly Speaker, who has stated that this contest is his only priority for the June 2006 primary. The Speaker's political fundraiser and entire Sacramento operation is behind De Leon, and the major interest groups in have gotten the message – in July it is expected that De Leon will report nearly $400,000 in contributions from the Third House. This would be the most raised by a first-time Assembly candidate a year out from the election.

Chavez has made considerable efforts to break the De Leon lock on Sacramento insiders. She has hired Richie Ross, a top-shelf political consultant who will make her election a personal crusade given his career-long tie to the UFW and his personal relationship with the late Cesar Chavez. While some have remarked that Ross spreads himself thin with several campaigns each cycle, he has shown an incredible ability to win elections in which he becomes strongly invested – and this will be one of those races.

While Sacramento has become transfixed with De Leon, and to a lesser extent Chavez, this could be at their own detriment. A closer look at the district, without the Speaker or Richie looking over one’s shoulder, shows that these two candidates are fighting over the lowest propensity voters, while Popp may have an inside track to the highest turnout voters. The question becomes: “Can Goldberg’s popularity in the white/liberal/gay portions of the district be transferred to Popp?”

In most districts the endorsement of the incumbent means little to a voting population that barely knows their elected legislators. This is doubly true in LA where state legislators get little, if any, media attention. The outspoken Goldberg may be an exception given her prominent role in LA politics and liberal causes. If she can barnstorm her base and get out the support for Popp, it could become the defining dynamic of the election cycle.

If Goldberg can only deliver a portion of this left-leaning white support to Popp, then is there a candidate can put together a coalition of liberal gays and Latino voters? The likely answer is Chavez, whose narrative and history of support for the gay community is a better sell to the white voters who feel an emotional pull to the Chavez legacy.

De Leon has the Speaker’s endorsement, and a near-lock on the Sacramento establishment that is afraid to buck the Speaker, but this may not be enough. Just ask Assemblywoman Connie Alvarez.
