it is a play on words.
those neo cons that feel the Military is an underused solution are called hawks.
while more diplomatic voices (ie powell )were called doves....
chicken is to be a coward......since most of the the people advocating more military soultuions.....who never served in uniform or dodged or deffered or went on to escape vietnam ...........
are hawks and chickens....
hence chicken hawks.

Chickenhawks are blood-thirsty violent people who are too scared to fight themselves.....
but are real brave when it comes to sending other peoples children to die and be maimed ....
just to obtain they're military or financial goals.
