Cookies are simply text files. They cannot be viruses. They contain a data element and a value.

If you have some you cannot delete, they ain't cookies. Close down you browser and try again. If that does not work, boot up in safe mode and knock them out. They were not cookies to start with.

Cookies as bits of information left by the websites you visited in your computer. It helps the website note the information from your visit for future references (e.g. note which page you visited often). If you are using Windows, go to control panel and open Internet Options. Then in the General Tab, look for the button for delete cookies or delete browsing history.

It's not really about viruses, you see. It can be adware cookies. Best advice is getting a spyware remover which can help remove unnecessary stuffs on your PC. My recommendation: Yahoo! Toolbar with anti-spyware but after successful installation, the installer will close all your internet explorer windows and open a new blank one, with added toolbar on it.
Get it for free at the link below:

They are shortcuts to go back to a web site. These are used to track information, or identity. On windows XP open MY Computer-windows-cookies. You can delete all but the index.
Select all, then delete. It won't let you delete the index, even by accident.

Download a $hitload of spyware programs, mainly internet ones that will keep trace of what's on your system. I recommend Windows Defender and Lavasoft Anti-spyware Personal SE.

Cookies aren't that hard to remove.....It's the crumbs that get caught in the keyboard that always fouls me up.
