actually no... it is not. Your personal drive, motivation, ability to see your market and adapt... The people you put on your team to help you succeed. Their are more than a few examples of people who made a successful business with very little money....
It is one aspect, but not the KEY factor. In my opinion the best factor in business is information... that is why big business pay more people to give them advice on running their business as well as protect it. Money is a key factor but the right talent is also necessary
and there is statement that "Money only Brings Money"
that the reason "Money is the key factor for any Business"

Determination. Money is important, but ingenuity and determination matter more. People build empires from nothing but they had the ballz to make it happen. Just my opinion.
