It's called a "radar detector". They are legal in most states, and basically there is something in police cars that triggers the device telling you that the police are nearby by however many feet.

Sometimes police will turn something off in their car ( I think their tracking device) and it won't work. I've seen a buddy of mine with one and we rolled right past some police but the radar didnt go off, so it's not 100 percent effective, but most of the time it will let you know.
