Depends on the photo! What is a picture of?

A newsworthy event or activity? Try the major TV channels, local news stations or newspapers.

If it's a celebrity, or well-known figure, try the tabloids - People, US Weekly, The National Enquirer, etc. -they pay really good money for such photos.

Is it a stunning nature photo? Try Nature Magazine, or National Geographic.

A national or cultural landmark? Local magazines or newspapers might buy it, or check the appropriate city/state website.

A UFO sighting? There are a number of websites and publications, or try the SCIFI network, or again, the tabloids, like the World Weekly News.

Really, can't be more specific without knowing what the mystery photo is.
