While there is indeed a very slight clockwise vector to the forces on the water due to the spin of the Earth, the truth is that water going down your drain doesn't always move in a clockwise direction.
Just try it for yourself and you'll see.
It has more to do with the inertia imparted to the water when you pour it in. If it hits the bowl going primarily clockwise, it'll go down the drain clockwise. Pour it another way and it'll go down counter-clockwise.

I hate to burst people's bubbles, but the Coreolis effect does not effect things that happen in the sink, it affects things on a global scale only - such as tornadoes/hurricanes/typhoons. The effect is caused by the cooler poles and the heated equator and the rotation of the earth. The effects in your sink are caused by the forces in the sink. Spin the water one way and it goes in one direction, spin it in the other and it goes in the other. The water in the sink spin is caused by the force of the water being poured. PERIOD!

It,s because of the 'Coriolis Effect'.In the northern hemisphere water spins in a counterclockwise direction and in the southern hemisphere in a clockwise direction.It is caused by the rotation of the earth.

The earth, and the sink on it is spinning beneath the water, which is floating freely. This tiny bit of relative motion applies just the tiniest bit of torque on the water, causing it to spin down, rather than simply sliding straight down.
I'd imagine that the effect is more severe as you get closer to the poles. It's called a "coriolis" effect if you want to search for more info about it.
