The only time I've heard that word and it was used as an extremely derogatory term for someone who was Jewish. Without actually checking on the etymology of the word, I would say that it's a derivative of the word 'Hebrew'.

Probably best not to use this word if you can avoid it.

As for the word being derogatory towards Jewish people, there is a Jewish pop culture magazine called 'Heeb - The New Jew Review'

I was under the impression that it was a semi-derogatory term for someone of the Jewish faith/Hebrew lineage.
