Yes, it's possible. It doesn't happen often, but some women's hormone levels don't change enough early on to be detected in blood and urine tests. Women don't produce hGC levels at the same rate, so standardized tests can be faulty for some. If she went to her Dr. she should have had a pelvic exam done. That is the only way of testing that has no other possible explanation. Other symptoms, like a missed period, breast changes, fatigue, nausea, etc...all can be symptoms of other things. If she didn't go to an OB/GYN, then tell her she needs to. An exam is the only possible way to remove all doubt.
If she has no real signs, just "feels pregnant", then it's all in her head like mentioned above and she needs to talk to somebody, preferably a therapist. The mind is strong enough that wishful thinking can produce symptoms that emulate pregnancy, but again, only a full exam can tell for sure.
Another possibility, she's got an ectopic pregnancy, a pregnancy outside the uterus. With these a woman's levels start out normal, but then decline so that by the time she got to the doctor, the levels were low again. She needs an exam to determine this. If she is pregnant, and her levels are just that low, then she may have some serious health problems that she will need to be treated for to ensure a healthy pregnancy.
You didn't mention how old she is either, so she could actualy be starting menopause, or possibly premature menopause. She really needs to talk to a qualified OB/GYN about all this. If she doesn't feel comfortable then give her this number:

Here is the thing, she can be pregnant. If she has been on the depo shot, and was taking any type of antibiotic, this lessons the affects of the depo. And she could have gotten pregnant, however, if she was not the depo and taking antibiotics, there is no way a blood test would miss a pregnancy. Urine, and blood test sometimes miss the hcg levels when a person is taking the depo. Giving the person a negative result even if they are very pregnant. Any other forms of birth control would not give a negative results like the person on Depo. My sister was 3 months pregnant and her urine and blood test said she was not pregnant. She had an ultra sound done and it showed she was pregnant. So if your sis has been on depo shots for at least a year, all tests she takes will give negative results, and have her go to the doctor and ask for an ultra sound.

blood test will be + once hcg is over 5 so she is not pregnant. A blood test can show a pregnancy that is only 7 to 10 days old 100% accuratly.

if the blood test was negative she cannot be pregnant. the blood test would show whether or not she is producing hcg (the pregnancy hormone). However, labs do make mistakes and if she hasn't had her period for awhile it is time to see the doctor for tests (both pregnancy and others).

my best friend thought she was pregnant for a long time (even though she still kept getting her period). test kept coming up negative. she finally had an ultrasound. she was 6 months pregnant and the baby was growing outside of the womb(tubal pregnancy) she went in the following week for a check up and the baby had died. she was devastated.

I am a pediatric nurse and no your sister is not pregnant she may think she is and has it stuck in her head but the blood test never lies If she still thinks she is have her go to the Gyno and have them perform a ultra sound to make sure ..

Yes. It's called a hysterical pregnancy. Her body will show all the signs and symptoms of being pregnant when actually shes not. Get her into therapy.

blood tests are 99% foolproof unless she has a medical anomaly that makes her one of the 1% I feel that the best way to rule a positive or negative after this length of time is by ultrasound.

I dont care what doctors may say HCG dont show up in all women no matter how late they may take the test the only sure way to know your pregnant is when the baby comes out because like God said put not your faith in man because man will fail you every time and that means his man made test,
