personally i think black looks awesome on blue eyes (on bottom), the contrast of colours really bring out the blue hopefully you hvae no prob. applying on the bottom lid, some girls do. But a dark blue looks nice on the top, experiment make up is fun, dont like it try another colour just have fun with it find the one you prefer. You might end up prefering diff. shades for diff occasions.

I suggest shades of brown, camel and taupe will help blue eyes appear even bluer.
For an easier and better-for-day blue eye, pick up an eyeliner instead. Metallic navies, like No 7 Amazing Eyes Eye Pencil in Blue Grey, £6.50, look great against green eyes; brown eyes 'pop' when lined with a bold shade like MAC Eyeliner in Indigo, £11, and blue eyes should opt for a shade that is the opposite to their natural eye colour. So if you've got light blue eyes choose a midnight blue shade like Estée Lauder Artist Pencil in Ink Writer, £14.

Plum eye liner will contrast with the blue and make your eye color pop. Emerald will contrast the blue too.
Almay makes a line called intense eye with color coordinating shades for each eye color. You might want to look into that.

You probably don't want to go too dark, so I'd go with a charcoal grey instead of black unless you're going for a very dramatic (think Cleopatra) look. Gray will look like black on you if you're very fair. Blue will work and will probably help to make your eyes stand out. You can also use green or violet to bring out any flecks in your eyes that you may have. I wouldn't use brown unless you have darker hair, which your avatar says you don't.

I have blue too. I normally go for a thin line of black only on top. Depending on what I am wearing though I will put a thin line of black on top lid, and with a light green I would "smudge" above the black line and a little below the eye from the outside corner in.

Eyeliners - Browns or dark blues.
Shadows - Browns or pinks, because they are almost opposites of blue, so, they would really make the blue in your eyes "POP!"

none blue eyes are hot, why wear something to distract from them. How about wearing a hot blue halter top with short blue shorts to match your gorgeous eyes. Then give me a call using your nice blue telephone and I can pick you up in my blue saturn and take you to the blue lagoon and we can swim in the blue ocean together.

Brown is on the opposite color spectrum of blue, so it will be the best choice for blue.

Gold!!! or bronze or brown!!
"Almay bright eyes for blue eyes" works sooooooo good. It has bronze eyeliner and goldish and blue eyeshadow.
(these colors bring out the blue in your eyes and make them stand out)
ALSO...
Navy blue, black or charcol. No pinks purples yellow or pastels for blue eyes, because it can makethem look "rabbity".
