Both. I pay attention until it becomes too much for me or I have so much on my plate that it is all that I can do. Then I turn a blind eye till I recover enough to look again. It is like a dance.

Although I am too poor to even pay attention, you must speak out against what you know is wrong, not turn a blind eye and hope the problem goes away.
