Depends on the reason for the hang up. If you were having a fight, it might be best to let her cool off a bit. If you offended her, then yes, you should call back and apologize. If she freaked out, i'd wait for her to call you. There aren't a lot of details to go off of, here.

sounds fishy, i know us women can be cranky at times but you just don't hang up on people for no good reason.
so you might wanna reflect on what you did (if its your fault then leave a message saying that you are truly sorry for what you did) and if its not your fault (also leave a message saying that you treasure her a lot and are not going to let this small little incident screw up what you two might have)
in the even that it is your fault, apologize and never to repeat it. you'll be fine. if you think this girl is not worth it (which i doubt, cuz if you do, you wont be asking this question) then just let her go and move on.

not right away a cooling down period is required. give it 24 hours if she doesn't call back then you do it, just remember being the bigger person requires that you don't accuse, lay blame or guilt, or be petulant. only call if you're truly ready to listen and work it out, otherwise you're wasting your time.
