What is a great program I can download (free trial/demo) where I can make really good avatars and icons that animate? I've seen some awesome ones and I've always wanted to know how people make them. What program has such great effects?

A lot of animation is done in Flash now, or you could do some GIF animations. All I have done so far is put multiple pics in one flash .swf so a new picture displays every few seconds. Here's a list of some starter flash (and GIF) animation programs:

GIF Animator
Those should get you started in animation. I would also look at some flash tutorials and would also recommend downloading the Macromedia Flash program eventually if you really get into flash. I would recommend downloading them from BitTorrent which you can get the full programs for free.
