Because he can. He is getting everything he wants and you are making no demands. Why should he makes things legal? That would only mean that if/when he decides to walk, he would be required to more responsible. Now, he can leave at any time with no strings.

For some couples, they don't need the whole fancy pants wedding to show they are committed. If it works for both people, then I don't think anything is wrong with it. A lot of women choose it.
