Is it legal for a landlord to raise a persons rent over 10% in less than 30 days? If not, does anyone know the max percent of an increase for Washington state?

I am not sure wht the laws are but I would run it by a lawyer.

Did he raise every ones rent 10 percent and you just happened to get caught in it? Probably legal unless violates a lease. Doesn't sound like you have a lease though so you can also look for another place.
