i guess this could be translated to: which car, despite having a low bhp, has a very low 0-60mph time.
a good example of what i mean would be the lotus elise, which has only 120hp but can accelorate from 0-60 in 4.5 seconds, meaning that the car really makes the most out of a modest engine.

The Lotus Elise produces 190 HP out of the Toyota 1.8L Celica engine.
0-60 is 4.9 and 4.7 with sport track.
It helps the car only weighs about 2000lbs.

As far as maximizing an engine's power output, I don't think there is another car with such a small displacement and that is naturally aspirated that can produce a 0-60 time like the Elise.

That is because the Lotus Elise if as light as a feather and has it's engine behind the driver. It doesn't need more. 120 is enough for it because of how light it is. Weight is a major factor that can affect acceleration. So is the drivetrain, and the tires, maybe the Elise has better tires than the rest of the cars.

Honda 2000 is a good one. Like the Lotus the engine develops HP at a very high RPM. If you own your own oil company you could pop for a Bugatti Veyron (sixteen cylinders, 1001 HP for a tad over a million dollars).
