The poor people will work cheap so if you just bought the shovels and paid minimum wage it would cost around $135.00.
Most villages already have a well.
They don't build villages in places without water.
How about sending them food?

It all depends on depth, materials used, transport needed for materials etc. Labour usually comes cheap, but it can be hard work and it may take weeks if not months to hit water. So it could cost anything between 400U$-2000U$
I'd really be asking questions if it were more than that
