A former co-worker of mine has this very dilemma. His mother is of German extraction and his father is an Arab from Tunisia, in North Africa. As Arabs are still Caucasian, he considers himself both African-American and white. If a form asks for race only, to be filled-in, he'll put white. In his case, he considers African-American to be an ethnic choice, rather than a racial one. Another good reason why the term isn't really accurate. Not all Africans are black and not all blacks are Americans.

The same reason any African isn't considered African-American. It is a label created to be politically corrrect when referring to black Americans.

Because some black people just don't like being called "black". They had to come up with the more politically correct term "african american". Most other people don't really care what they are called.

It's there personal choice. Perhaps they are in some cases but I'd guess they decided to keep their original identity and call themselves 'South africans'.
