I haven't heard of exactly what...but my own use and knowledge of GPS and radio technology through my job (as a pilot...) could help you with a few tips about the "tracking" you'd be able to get.

Cellular phones work on just that principle - cells. That is...that the phone is within a certain cell defined by radio transmission towers and sometimes, satellite.

A cell can be quite broad...but a radio signal to the phone can obviously pin-point it.

GPS or global positioning satellites work similarly - using a constellation of satellites each sending a timed signal to the receiver - using pulses sent from the GPS master station in Colorado, USA, to the satellie then to the receiver - the network figures out timing differences and can work out the position of the receiver at any one time.

This is obviously more accurate than cellular phones - cell phones will only track to their own cell unless called - in which case they are pinpointed.

So if you were to track kids through a phone - I hate to say it but you might end up with disappointment to know they are say, within a certain town but that's it...

That's using cell phone networks alone.

However - and you'd need added equipment, GPS tracking is much more accurate.

I don't know what kind of GPS tracking equipment is available for civilian use - or it's legalities...but if you are in serious legal need for tracking - than I'd look personally at GPS equipment alone - phone tracking would be a waste of time in my opinion.

Best of luck! :-) Hope this helps...
