That comment is just wrong on every level.
For one thing, hes a horrible flirt, and made a totally inappropriate comment.
Another thing, he's pretending to be your best friend. Now he expects you to give in to his sexual fantasies as a form of payment to him? Question his motives for being your friend.
The worst thing about this comment is, what kind of guy wants to have sex on the same girl with his cousin? I mean, that is just clearly deviant sexual behaviour. Incest anyone??!

he wants to be friends with benefits but he asked in a way that you would be rejecting his idea of a threesome instead of rejecting him directly if he were to offer sex with just you and him. Pretty clever really. He got you to understand that he is interested in more without making a serious proposal. If you like him back start flirting as well but let him know his cousin is out.
