First do the eyeliner. Then apply the shadow, and finally the mascara. If you're using a powder shadow you most likely will get some on your eyelashes, so the mascara will be able to cover it up. Here's some more make-up tips when it comes to applying eye shadows, because I found it quite overwhelming myself when I first started wearing eyeshadows and couldn't understand why colors came together in packs of 3. The lightest color (which is most likely a white or pink, called a highlight shadow) goes underneath your eyebrow at the brow bone. This causes light to reflect on the face in that area. The darkest color (usually a dark brown, blue, or purple) goes in the natural crease of your eye. This brings shadow to the eye to make your eyes look larger and deeper set. Finally the last color goes all over the lid. Sometimes there are diagrams on the back of eye shadow products that are helpful too. You don't have to use 3 colors either, one is great especially if you are a first time make-up wearer! You don't want to look too made-up.

from my experience in makeup artistry you have 2 options:
Eyeliner eyeshadow then mascara.
you use this order when u want to blend the eyeliner with the eyeshadow and make the eyeliner look much softer and more blended.
or
eyeshadow , eyeliner then mascara
you use this order when u want the eyeliner to be more noticed or you want to make stronger effect and make the eye look more dramatic
and you can use both
eyeliner then you blend .. add eyeshadow... then eyeliner again for super strong dramatic effect and then mascara..
you keep mascara till the end to cover up and eyeshadow covering the eyelashes and always before the mascara use the eyelash curler.
whether u want to use eyeliner and eyeshadow or not it will give a lift up for you eye and it will open up ur eye..

My preference is eyshadow, eyeliner then mascara. Shadow first b/c excess falls on lashes and without the mascara it easy to dust it off. Eyeliner before mascara as it is easier to apply without extended lashes and can be easily correcte wihtout messin up mascara especially if you use non waterproof

i put on my eyeshadow first so my eyelids look like i want and i don't smear anything. then i apply eyeliner smoothing and evening out as i go. then lastly i apply the mascara because it doesn't really have anything to do with the others. it just opens up your eyes and makes them pop! have fun and play around with it until you find what works for you!

you can do it in any order you want but i recomend you put eye liner 1st because you sometimes have to touch you eyelids and right below you eye to put the eyeliner on and you don't want to mess up the eyeshadow and masara (smearing). Then- put eyeshadow, and lastly- put mascara on ... i always recomend you put mascara on last because it smears easily--you wouldn't want to touch it accidently and it gets all smeary.

I've always done mascara last, because I use a brush to apply shadow- I don't want to put mascara on, and then have the shadow stick to my lashes.
As far as liner/shadow, it's up to you. and me. I use both, depending on how drastic I want my liner to be. (before shadow, less dramtic, and vice verca)

shadow first, then eyeliner, then mascara.
Mascara is the one that has the biggest chance of smearing, so it should go last. Remember to "comb" your eyelashes afterwards to get all of the clumps out....no tarantula eyes. :)
(you can get eyelash/eyebrow combs at most places where they sell makeup)

EYELINER... APPLY IT THEN USE A COTTON SWAB TO SMUDGE AND CLEAN IT UP.
SHADDOW... APPLY THEN BLEND LIGHTLY WITH YOUR FINGER, REAPPLY AS NECESSARY.
I LIKE TO USE A WHITE BASE SHADDOWTO THE BROW BONE, BLEND, THEN ADD WHAT I AM GOING TO DO AS MY COLOR FOR THE DAY. ALWAYS BLEND. YOU CAN REAPPLY AS NEEDED.
THE MASCARA... APPLY 2 COATS NO MORE. GENTLY AND NOT TOO QUICK SO YOU DONT OVER STROKE AND GET SOME ONTO YOUR LIDS.
EYELINER/SHADOW... REAPPLY AND TOUCH UP AS NEEDED TO CREATE A GREAT LOOK.
