I always wanted to be married at 25, first child at 27, and be done having kids by 30. We don't always get exactly what we want, but I am content anyways.
REALITY: Married at 25, first child one month before I turned 29, and now am 2 months past 30 and we are trying to have another one.
The thing you have to remember is that if the woman gets past the age of 35 the chances that her child will have a birth defect greatly increase. Especially the instance of DOwns Syndrome. I think if you are over 40 there is like a 40-60% chance that your child will have birth defects.

I was 17 when I had my first one in 94! Yes, that was to young yet I was a very responsable person. I had a job and took care of my child. If I could do it all over again I would say 21 because I would have planned my life a little better for my little girl like I had by the time I had my son in 98! Yet, I would NEVER say anything about another having a baby at diffrent ages because they have to live and learn. I just know I did!

There really is no "best age" as you put it, but women should not have a child until they are mature enough and ready to take on all the responsibilities of raising kids (financially, psychically, mentally stable). Women should not feel as though they have to have children at a certain age or at a certain time in their life. It should come as a decision between two married spouses later in life. In respects to appropriate age, I would say that anything between 21-33 years old, is considered healthy and normal.

The best age is not really a factor after about age 22-23. Before age 40 I would say is the safest age group. The best TIME however is when you really, truly can commit to the fact that the second you conceive that child, the REST OF our life is no longer about you. Not just for 18 years, believe me, it's the rest of your life. When that thought makes you smile inside, you're at the appropriate age. You won't be READY until you are financially secure and actually able to live up to that commitment.

I had my first child at 27 and just had another baby at 38. I have to tell you, as nervous as my husband and I were over our 'old age' status, we are both more mature, set in our jobs and financially secure. We are just enjoying being parents so much more now without the stress of unpaid bills, etc. I am going to vote on the higher end of late 20's to late 30's.

The ideal ages to procreate are
between 25 and 35 for women and
between 30 and 50 for men
be mindful that it is not just about having children but whether you have the means, resources, responsibility and time to see them through to become useful adults

between 27 and 32.
own your own home and be financially stable with money in the bank
be firm that one parent can afford to stay home so the child isnt dumped in day care - this either means the working parent makes a high wage - or you sacrifice some things like new cars, fancy clothes, cable TV - or both parents work part time jobs that allow one parent to be home all the time with the kid so its not dumped in day care.....

between 18 and 25 is best. a recent study of people who lived past 100 years old showed most were born to mothers of that age bracket.
