It is legal to buy them there, however, it is not legal to bring back in the States if it is a narcotic. You can buy antibiotics, but you can't bring narcotics back even if you have a prescription to buy it there, because narcotics are illegal to bring into the states. I have bought antibiotics in Mexico on several occasions.

Aspirins: OK
Drugs: obviously illegal, if you want to buy drugs, as they are, or medication that is like drugs, it is illegal.
If you have to buy prescribed medication MUST show a valid prescription to the customs officers.
You can not buy narcotics in Mexico, and it is also illegal to do it, if you are caught, you'll have at least 10 years of Mexican prision.

Only if it is legal to have here, or over the counter type drug. If you need a prescription, you better have one if you possess the medication.
If it is a prescription drug and you do not have a prescription for it, you are breaking the law and can get into trouble if you get caught.
