have tried finger nail polish remover and hairspray and the product "oops"

Try mr clean magic eraser

I just read an article in a refinishing magazine that suggests (for vinyl or plastic) the product WD40 and a soft brush followed by either the Mr. Clean magic eraser or a soft cloth. As a side note: If the ink was on wood, the best thing I've found to remove permanent ink is denatured alcohol followed by tung oil. My little son once took a magic marker and doodled all over a new dresser. The denatured alcohol took every bit of it off. Good luck!

I used a Clorox wipe on my steering wheel, which is made out of Vinyl. It came out. Try that. My Steering wheel is gray, light gray. The part where the horn is not the outer edge.
