My neighbor has a horse and his sheath is clean, but the urethra seems exposed. In fact, looks inside out. Has anyone ever seen anything like this before?

Sometimes due to infections but can be caused by a more serious disorder including cancer, urethral anomalies, and tumors. Sometimes even bug bites or insect stings. Try to see if your neighbor can call the vet out-ESPECIALLY if your neighbor has recently cleaned the horse or if he's showing signs of distress or pain. Detergents and cleansers can be very irritating and some owners aren't exactly gentle during this procedure.
Can also be related to breeding if mares are in season and in close proximity or if he's regularly bred.

I am the attorney for the horse in question.He feels his urethra has gotten the horseshoe to the hoof here and would like no further questions asked about his genitalia.
Why are looking so close to begin with?
If your neighbor thinks the horse has a problem as the owner he needs to call the vet to check this out as it could be serious.

I may be wrong, but you may be seeing a stallion. If so, it is quite natural for them to be "exposed," particularly if they're near mares in season. If that's the case, don't worry about it...it's just the Creator's way of making new horses.

if you or your nieghbor have any mares around you should move them into a pasture away from this horse and if the sheath is clean then she sould call a vet to come examin the horse
