This is really a matter of opinon. Different colleges meet different needs. Overall, I think Harvard University has many top programs. It sounds cliché, but Harvard is truly an excellent school for both undergraduate and graduate studies. UCB is great for graduate studies, as well.

There is no "best" college. The college that you think is best may be different for someone else. It depends on your personal choices and what you want in a school. For me, the best school is Oxford in England. But that's just me.
