yes - you just give them the guest's name you are looking for. They won't give you the room number - at least they shouldn't - but they will connect you. If they don't answer, you can leave a voice mail (if it's a really high end place) or leave a message at the front desk for the person to call you.

Yes. If you ask for someone, the person at the front desk checks to see if they have someone with that name registered. Then they check to see what room he/she's in, and will try to connect you. Don't be surprised if they won't tell you the room number, although sometimes that happens. If the person's not there, they will either put you into your friend's voice mail, or take a message for him.her to call you back.

You must know the name of the person who check into the room, and they shouldhave the name. they may ask you to leave a name and number and get it to the room, and tell them to call you.

You don't even have to be related. Just call the hotel and say, "May I please be connected to Joe Schmoe's room?" and that should take care of it. Unless, of course, your relative isn't named Joe Schmoe. ;)
