Benefits are negotiated by each individual district. There is no state-wide policy.

Each school district negotiates its own benefits and salary schedules.

Everywhere I've worked (not in PA),however, we have had choices in our health insurance (employee only, employee and spouse (sometimes), employee and family). The district pays a set portion (per cent or set amount, depending) and the employee pays the rest. Generally the employee only insurance is (almost) totally paid for by the district, additional people are paid for by the employee, but at a rate which is less than getting insurance on your own.

You can also arrange to have your benefits (health, retirement, annuities, etc) taken out pre-tax, which helps.
