The principle has to do with a lower center of gravity due to the average construction of the female body. I don't know squat about male/female wrestling but I did have a girlfriend once who's mother was a blackbelt in Jujitsu. She could throw me around like a rag doll and I'm no little boy! She was all of 5' 2" and 97 pounds! She told me to take a swing at her like I meant it (of course I couldn't do that!) so I kinda took a poke and wound up on the couch on the other side of the room! I would say that there are techniques to be found and utilized that take advantage of natural attributes and I have absolutely no doubt that size really doesn't matter (or strength!) if those techniques are properly applied by a man or a woman.

An untrained woman is more likely to have roughly equal, or greater proportional strength than a man. The key word there is proportional. Just as men and women tend to accumulate fat in different places, so to do they accumulate muscle. So there is some truth to the idea that naturally, in a manner of speaking, women have more strength in their legs than men.
However, with training, most men have much stronger legs than women. Men have a higher capacity for hypertrophy, or added muscle through strenous strength training. The world records in all strength exercises - including squats - are very tilted in favor of men. Just lookup male and female powerlifting records online, perhaps on wikipedia.
EDIT: While Huppa's anecdote about center of gravity and lower body strength is interesting, that is more of a reflection of the woman's skill in grappling and height, than anything imposed by gender.

This sounds rather fishy to me, since men's bodies are naturally stronger, more muscular, and more powerful. (this might stem from the fact that, women have heavier, thicker pelvis bones for child bearing. This probably wouldn't help the woman much though, since the pelvis isn't very helpful in.)
However, since I'm not an expert in wrestling, I'm not sure if I would know anyways.

this is either a silly myth or a lewd joke
and, of course, trained women wrestlers cannot beat trained men wrestlers
men are much stronger, their arms are stronger, their legs are stronger, their backs are stronger
obviously I am not talking about individual exceptions
