Those are called "Whiteflies" and can be killed with Fungicide 3 by Garden Safe. You can buy it at Wal Mart for about $11.00 You use two teaspoons to one gallon and spray the plant real good every few weeks and that should sove the problem full stop. After the first spray they will be gone but you don't want a repeat infestaion so, repeat this for a few weeks.
If you want to be organic about it....two tablespoons of canoil oil (or any cooking oil) with a few drops of dish soap in a spray bottle with water will do the job to. The oil smuthers them and the soap kills them. You will have to do this several times and it won't hurt the plant at all !

I personally recommend 7-Dust, sprinkel it on plants lightly like flour.
wal-mart, garden variety or local hardware store usually carry this produict. Bill
