The idea is it might attract voters either from a different region (for example, the candidate for president is from New York, so he names a running mate from California) or a different ideology (an extremely liberal candidate might want a much mode moderate running mate to attract more votes).

In the election for John F. Kennedy there was a fear that his northern backgroud might turn southerners off so Lynden B. Johnson became a balanced ticket offer for Vice President! FDR was the high class Brahman so Truman was the good old country boy! The first mention of a woman Vice President was a like matter of Geroldine Ferrero.

Of course if voters are really savy then they wont fall for such scams because in point of fact VPs that don't tow the line don't get listened to!

Well Al Gore was much, much more liberal then Clinton; which gives a good reason for voting Cliton-Gore where one might otherwise vote for a more liberal third party.
