No, Limewire itself is not illegal. It is just a simple file sharing program that can be used for sharing home videos, documents, data files, freeware and shareware programs.. What is illegal is downloading copyrighted materials, such as music and movies that you are supposed to buy. The government can't stop it because there is a legal use for the program and they can't prevent people for using it for other things. Limewire doesn't have any of these illegal files on their servers they are located on the users systems all around they world in millions of homes.

As far as i am concerned, in most of the countries Limewire is legal, but you cant use the software in a corporate company, because the corporate companies policies block the program from being used.

It depends on which country you are residing in, because every country has got different set of laws, while as in some countries using file sharing programs like Limewire, Bearshare, eDonkey, Bittorrent is not allowed because that particlular country must have applied some kinda anti-piracy laws, but all the people believe that using file sharing programs makes it easier, secure and faster to share and download songs, movies but they are not aware of the laws and if they are then also they use it, because they dont care.

Internet is a free media, it cant be control by anyone, or in other words no one has control over it, anyone from any country can logon to any domain, website etc.

The famous torrent website The Pirate Bay (thepiratebay.org) server rooms were raided on March 31st 2006, by the government for breaking laws and the police officials seized all the servers and took it under their custody, but still the website came back online on June 1st 2006 from different country with a previous backup on a secure server. So its not easy for anyone (including the government) to block any activity or any website so easily.

If you downloaded a song you did not pay for, it was illegal.

There are, however, legitimate uses for software like limewire (granted, they aren't nearly as common as the other ones.) That is why the software itself is legal.
