A "grinding wheel dresser" is an inexpensive tool, designed to flatten, square, and clean your grinding wheel. It's kind of like a cowboy's spur, with star shaped wheels which rotate on a handle.

first of all, is the coating aluminum? if yes, throw it away. The aluminum expands when heated causing premature disintegration which could be bad news. If you want to clean it up and sharpen the wheel, try a dresser. This will true up the working surface. Try the following URL

There is a tool available at most good hardware stores, it's called a wheel dresser. It cleans the wheel and trues it to a flat and square surface.
