Apparently my neighbor owes this lawyer something--I don't know what's going on--and he is continually calling my apartment even though he knows she does not live here. I think she is avoiding him and he is trying to get to her though us.
He calls every single day! Most of the time I avoid him though privacy director, but how can I get him to stop?

Something suspicious is going on with this situation. Something is just not right. I can't see a lawyer calling you for that kind of information, unless you at some time made it seem like you wanted to help. Maybe you were just too polite the first he called to ask if you know if the neighbor is still living there or something. Otherwise, it's pointless and pretty obviously going to get him into trouble eventually if yor are telling him to leave you alone. Are you sure it is a lawyer? Maybe it is just somebody, like an ex-boyfriend, who is trying to get your cooperation by pretending to be a lawyer. You apparently have the number he calls from, so try a reverse look-up and see if that comes up with a name that you can verify is an attorney. If he's give you a name, check the phone book to match the name to the number or call your local or state bar association to see if they can match the name to the number.
If he turns out to be an attorney, take the next call and tell him (fimly but politely) that you don't want any more calls and, if he persists, that you will file for a restraining order and report him to the bar association. And if he calls after that, contact your own attorney and do exactly that. If you can record the call telling him telling him to stop calling and any subsequent calls, that's the best evidence you could have. (State laws vary about when you can record a conversation. You don't need to be sneaky in this situation; if you're recording the calls, tell him.)
If it is not an attorney, after all, call the police and tell them what's been going on. There are a lot of whackos out there, your caller seems to be one of them. He might be stalking your neighbor. He might even be stalking you and just using the neighbor as a smokescreen. You need to find out.
You could also talk to the neighbor and ask if she know's what's up. You don't have to anything her and she doesn't have to do anything for you, but you might have a common interest in doing something together. Who knows until you try?
And if the calls keep coming, your ultimate option is to change to an unlisted number.

In many states, this would be considered harassment and you could file for a restraining order that prohibits the lawyer form contacting you. This conduct may also violate the rules of professional ethics for your state, so I would suggest filing a complaint with the state bar as well.

Tell him the next time he calls you are having the operator place a trace on the call and are going to file harassment charges.

This is actually illegal in most states.
I would tell him that you don't know this person and if he calls you again, you will seek a lawyer for harassment.
Or tell him the people have moved out.

You have the right to remain silent on this matter. Inform the lawyer that he is violating your right to privacy.

Sounds like harrassment to me. Tell him to stop calling or you will report him to the phone company or the police.

This is illegal and is considered harrassment, if you have asked him to stop calling you. Record his messages or conversations and notify your phone company and possibly the police dept.

try telling the lawyer this: i didn't want to tell you this before as it's none of your business but that person owes me money and i want to catch up with her first so i can get paid. if you see her, please let me know and i'll do the same.

Call the phone company and block his number so he can't call you. If it gets really bad, tell the police.
