If I have a design done in photoshop, how do I turn it into an email blast?

You mean such as the stationary function in Outlook Express?

Try the following:

1. Firstly prepare a HTML page and set tags that insert the particular background image that you want, save the HTML page at C:\Program Files\Common Files\Microsoft Shared\Stationery

2. Open a new mail, covert email format to rich text format, go to Format > Insert stationary > More stationary...

3. Choose the new HTML file you had created earlier with the backgound image at the step 1 folder
