They're quite right, it means "Unknown Subject".
By the way...there was a good but short-lived television series entitled "Unsub", that starred David Soul.

I watch that show. I think it means unknown subject also. It's the so-called "target" for a rapist or killer that they are trying to find. They try not to use names like the backyard bandit so they can dive into their brain without much bias.
