there are two ways of doing this:
1) for a clean finish that defines your lashes, but leaves a more natural look, try pressing the tip of the pencil into the lashes of your closed eye while holding the skin at the edge of your eye / eyebrow taught to steady and prevent blinking... the tip of the pencil should be angled slightly downward... since the pencil is pressing against the root of your lashes it is steadied and creates more control.
2) for a more smudgy - guess? - look, lift you eyelid by pushing upward on your brow and pencil the inner ridge, beneath the leashes... this defines the upper eye and transfers a little to the bottom ridge for definition without the severe look of direct application.
you also might want to get some beauty mags where they show liner close-up and just keep practicing until it looks as close to that as possible.. as someone above said, you want to make sure it's very close to the lashes - there should not be any unlined skin showing in between the liner and lashes...

If by inner bottom lids, you mean that you pull your lashline down and actually draw on the inside edge of your bottom lid, I can see your issue. First of all, that is not a very safe practice. I know that you are used to the way it looks and you probably like it. I learned that way too. However, you are putting germy bacteria directly into your eye when you do that. It can cause all sorts of nasty eye problems.
As for your upper lid, trace on top of your lashes as close to them as you can. Take your time it takes practice to get it right.

don't do it on the inside like you would on the bottom lid. Instead, kinda grab the outside edge of your eye and pull it horizontilly out to make the lid straight. then just get as close as you can on top of your eyelashes with the eyeliner. sometimes you need to touch up the edges

First, you should be using liquid eyeliner. It's hard to get the hang of but once you've got it, it looks terrific. As everyone said, put the liner as close to your lashes as you can get and use a blending brush to smudge a TINY bit so you don't have a fake looking line.

All that mean is that you do the same to your upper lash that you do to your bottom. Just place the pencil close to your upper lid just make sure that your eye is close

Just put it as close to your eyelashes as possible on the top lid. Its a very nice look! You should try a liquid linder. Thats what I use and it works really good. Also when you apply it Hold your head back and look down into the mirror. Smudge if necessary

You gently hold down the eyelashes on the eye you want 2 do, and leave the other one open. Then you take the eyeliner, and make a line on the eyelash line.

I say use the pencil eyeliner that twist up instead of polishing for the interior of your eyes. Liquid/gel for on proper (your lashline) and kohl or pencil for below your eyes (if u ever positioned eyeliner less than your eyes,no longer only interior the waterline)

what you have to do is the following..
bend your head slightly backwards ( your eyes will close half way)then draw the eyeliner on your upper eyelid. you need practice to get it fast and right. and try different styles
