Well, anybody can go for any look, but I suppose you're asking if you'd be able to pull it off convincingly. As much as the prevalent modern conventions and social stereotypes would say no, there is absolutely no reason why you should be blacklisted (pun somewhat intended) from fashionability for being a dark person and assuming a punk rock wardrobe. There were also many prominent black punk rockers and post-punkers that are overshadowed by its more Caucasian historical relevance. All members of seminal hardcore punk outfit Bad Brains are of colour, as is D.H. Peligro, the longest staying drummer in the Dead Kennedys.
