I would like to build an aviary, but I have a limited budget. Any suggestions would be greatly appreciated.

Gee...What kind of birds are you keeping? This makes a difference. An easy solution is chain link fencing, on a concrete pad. All aviaries should have two doors to enter, like an airlock, to prevent birds from escaping. This is good for breeding pairs, but not particularly attractive.

If you have a **small** limited budget then I don't suggest starting an outside aviary project unless you know where to get materials cheap.
You'll need smaller holed fencing than the chain linked as previously mentioned because cats (not to mention other critters) can stick their paws into that and snatch one of your birds. They may not be able to get it out but can do enough harm to your birdies. The chain linked fence would be fine if it were to act as a perimeter for the actual aviary.
Home Depot or Lowe's (if you have these near you) have mesh in a big roll and depending on the size you want your aviary, you'll need to get more than one roll.
You'll need a shaded spot that also acts as a place for them to go into at night to sleep, or if the weather gets bad. That needs to be made out of wood and you have to make sure it's cooled for summer and heated for winter.
