how can a person get caught ordering stuff thats not legal in the U.S. that comes from other countries such as vehicles that don't pass the US's environmental specs, radar jammers, steroids and other illegal drugs, radio scanners that scan into cellular levels, etc..???

I don't think it is legal at all. But if you don't get caught....but what if you do.

I would ask a lawyer

that's the risk you take. Just don't order to much at once. If you do you'll raise red flags. If it's for personal consumption, alot of times customs will let it slide but if it looks like you'll be selling it, they'll take it and send you a letter claiming that they have your stuff and if you want it back to go to their office.

First offense is a letter, the second is another letter and sometimes a letter to appear in court.

Possessing these items is illegal. Customs might catch them entering the country.
