I have the right size of wrench, but the bolt is not budging. There is a black piece in front of the bolt that has a notch in it. Is this what is keeping it on? And if so, how do I move it?

That bolt that you are refering too should be a nut and it holds the hub onto the half shaft and there is a clip in front of it to ensure that it does not come off. It cannot be removed with regular hand tools or a cheeter bar. It is torqued anywhere from 150 - 200 foot pounds. That nut is a special locknut, when it is removed, it must be replaced with a new one. The rotors should slide right off the hub, if it doesnt, tap it with a deadblow hammer ONLY, that should loosen it so it can be removed.

The ''black piece'' sounds like a e-clip. If it is this, remove it with a small flat head screwdriver.The e-clip will need to be replaced,don't worry,they only cost about .50 cents.After the clip is removed the bolt should easily come out.

there should be a cotter pin holding the nut (not bolt) on. you have to use a pair of neednose pliers to remove the cotter pin. if you dont have a pair of neednose you can use a screwdriver to bend the pin straight, then tap it out of the hole with your wrench. After you swap rotors out make sure you don't tighten the nut to much. just snug it up hand tight that back off one flat on the nut. good luck...

If youre talking about the axle nut, you have to tap the notch out before it will turn. The notch keeps it snug so the spinning of the wheel doesnt loosen it. Its gotta be tight anyways so it might have to be impacted or breaker-barred off.

use a quality braker bar and put a cheeter on it (long pipe or jack handle) with the car wheel on the ground and jump on the cheeter hold the car to stedy your sels if the braker bar brakes you didnt get a quality one craftsman should work i use a 3/4 bar
make sure when you tighten it you put 150 to 200 ft lbs

question i didnt know you needed to remove that bolt on that car are you sure its not just rusted on if you are replaceing it anyway hit it hard with a hammer and see if it pops off

Ok. If you can't see the lock pin holding a lock bolt in place, you shouldn't be working on brakes on a car somebody actually drives.
