Water is being diverted from the Colorado Rockies to the western states as it is, and has been happening for sometime. In the process plains states that require water don't get required water for irrigation and often restrictions are place on irrigation.
The LA basin sucks up much of the water from the Western slope of the Rocky mountains as snow melts each day.
During the spring snow melt is nearly stopped from leaving east from Colorado and Wyoming. Much of the water is already being diverted..

There isn't enough water to sustain life there and they need to basically steal water from elsewhere. That's bad reasoning. I don't think it's a good idea to think "well, we just consumed all of the water that is here naturally, lets start consuming other peoples water." The population growth and agricultural practices in the western states are unsustainable. The demands are too high for what the earth can supply. This is especially a problem in the southwestern states. I don't get how these states can allow golf courses to waste all of that water.

Good idea! They have oil pipelines that run the length of Alaska. So building water pipelines would not be a problem.

The loss of energy to pump in a straight line would be excessive, and coupled with the vertical distance to pump over mountains(or the extreme amount of digging to tunnel throuhg the rockies) would be prohibitive.
