we don't know 'the best website' because there are simply too many free hosting out there. it all depends on your preference, whether you want more space, more bandwidth, or a bannerless hosting. anything would do as long as it support php (or cgi-bin).
if you don't want to get your hands dirty, try the free forum hosting posted by the others. the advertisement might drive your members away though.
